Annex Release Destinations

A Newport News City Jail Annex exit may lead into the community after bond, time served, sentence completion, dismissal, or another valid order. It can also lead to the main City Jail, VADOC, another jail, a hospital, federal or immigration custody, or another placement allowed by law. An internal move to the main jail ends the Annex assignment, not NNSO custody.

That distinction shapes the record request. Ask NNSO for the release or transfer date and time, event type, authority, custody-status history, and receiving custodian or destination if maintained. If the entry says transfer, follow the person in the receiving system. If it says release under a court order, compare the actual exit time with the matching case. A court disposition can explain the authority, but it is not a live log of the moment the Annex released someone.

Verify an Annex Release

The Annex shares the NNSO Incarcerated Individual Search with the main jail. It does not publish a separate Annex roster or historical release archive. Use that report only to test current local custody. A present name supports current custody, while an absent name remains uncertain.

A careful check moves from the last known custodian to the recorded event, then to any receiving agency.

1. Search the NNSO current report and compare identifying details rather than relying on a name alone.
2. Check Virginia Jail VINE for a reported release or transfer event tied to the local jail.
3. Call 757-926-8535 and identify the Annex booking or custody period at issue.
4. Request the existing release or transfer entry for a durable answer.
5. Use the court file for legal context and the receiving system when the event was a transfer.

Annex Release Contact

NNSO pages publish two addresses associated with the Adult Detention Center. The professional-visits material gives 280 25th Street. The video-visitation page identifies the lobby and kiosks at 228 25th Street. Neither page identifies a release door or pickup point. Confirm the right destination before visiting, and do not infer release access from a visitation address.

The conflicting address context is not a clerical detail to smooth over. It reflects different published uses of nearby entrances or locations. Release pickup instructions are not posted. NNSO should confirm where an authorized visitor, records requester, or person meeting a release should go.

Note: Call first because neither posted Annex address is identified by NNSO as the public release-processing entrance.

Request Annex Release Records

The Sheriff's Office manages its own records requests. A focused Annex request should name the person, date of birth when lawful and known, aliases, approximate dates, and booking number if available. Ask for the existing booking and release or transfer record, including date and time, event type or authority, destination or receiving agency, and custody-status history if those fields are maintained.

NNSO's current FOIA contact is Sonja Y. Foster at fostersy@nnva.gov. A request can be made by mail, fax, email, phone, or in person. Virginia FOIA does not set a flat Annex release-record fee. The office may charge reasonable actual access, search, supply, and duplication costs, subject to the statute. Ask for the record in its existing electronic format and request an estimate before costs are incurred.

The court file can supplement the Sheriff's entry. General District Court covers misdemeanors and early felony stages, while Circuit Court covers felony trials and sentencing, appeals, and later orders. The court order explains why a change was authorized. Only the NNSO status history confirms whether the person moved to the main jail, left local custody, or went to another authority.

No published NNSO page states how long an Annex release entry remains visible online. Virginia FOIA governs access to existing nonexempt records but does not set the retention period. An old court case may remain accessible after the current jail name disappears, while sealing, expungement, lawful destruction, or system scope can affect later results. Request the specific record instead of assuming that an online no-result means no release occurred.

Annex Custody and Reentry

The official jail overview describes the Newport News City Jail Annex as the minimum-security part of the adult operation. It has dormitory pods and cells. The Sheriff's Re-Entry Division also works with people preparing to return to the community. Minimum security does not guarantee a particular exit date or release destination.

Annex Release Preparation

The NNSO Re-Entry Division identifies education, mental-health and substance-use support, social and health services, family connections, and continued partner support. The Annex's release-oriented work is a local feature, but the public page does not publish a separate program intake schedule or promise a service to every person.

The program page confirms the categories of support. Questions about a named person's access, completion, or release plan belong with the Sheriff because the public description is not an individual status record.

Community reentry and legal release are also separate events. Participation can prepare someone for life outside custody, yet a court order, sentence calculation, or other legal authority still controls when confinement ends. A hold may cause transfer despite completed programming. Use the release entry, not program participation, to establish the outcome.

Annex Release Transportation

NNSO identifies Hampton Roads Transit routes 101, 104, 105, and 106 as stopping near 25th Street and Huntington beside the Annex lobby. That fact can help someone independently plan a trip after an authorized release or visit. It does not mean NNSO provides a bus fare, escort, shuttle, or transport plan.

Schedules and stops can change. Confirm current service with HRT and confirm the correct Annex exit with NNSO before making arrangements. The published lobby address may not be the release point. A planned ride should account for uncertain processing time because the Sheriff has not published Annex release hours, a weekend policy, or a guaranteed exit window.

Downtown proximity can be misleading. The main jail, magistrate, courts, Annex, and juvenile facility are close, yet each has a distinct role. The court authorizes. NNSO processes the adult local custody event. A transit stop merely supports travel after the correct agency confirms the release.

Note: Nearby HRT service is public transportation, not evidence of a release time or a Sheriff-provided ride.

Annex Release System History

The Annex now shares Newport News adult custody with the main jail after City Farm closed in 2015 and Hampton Roads Regional Jail closed in 2024. The FY2025 city budget anticipated about 125 more inmates per day after the regional closure. That forecast describes added workload. It is not an Annex census, a unique-person count, or a release count.

City planning material also reports 8,486 commitments to the Jail and Annex in 2024. Commitments are intake events, so one person may account for more than one. They do not show how many Annex residents completed a sentence, posted bond, entered another placement, or transferred to a new custodian. The figure provides operating context only. It cannot answer whether a named person was released.

City planning also discusses a future Justice Administration Complex that would replace the adult correctional facility. Current NNSO records and addresses remain controlling until the city announces and carries out a change. Obsolete regional jail pages should not be used to infer where a person is now or when a release occurred.

The main City Jail record path applies when a person moved from the Annex but remained in the NNSO adult system. When the record names VADOC or another outside custodian, move to that agency's official source instead.
